Review data examples and finalize the following structural changes:

• Replace high level Treatment-Condition with FACT_RELATIONSHIP
• Make relationship to the lower level tables optional
• Introduce TREATMENT_MODIFIER table to both low and high-level treatments (similar to condition modifiers)
• Put drug regimen location to vote
• Put model A vs B to vote
